OBORAH'S LETTER TO LIVERPOOL UNIVERSITY-WHAT BECAME OF IT?

June 16, 2008

Vice-Chancellor,
Liverpool John Moores University,

Liverpool, UK

Dear Sir/Madam,

RE: PARTNERSHIP TO OFFER YOUR PROGRAMMES IN EAST AND CENTRAL AFRICAN REGION

Digital Advisory and Learning Centre (DALC EDUCATION) was founded in
the year 2001 but began formal operations in 2003 offering University
of Cambridge International Examinations Diploma Programmes.

From a humble beginning of two rooms and three students in 2003, the
institution has grown to 14 campuses with a population of over 8,000
spread over Kenya, Uganda, Tanzania, Rwanda, Somalia, Burundi, Sudan
and DR Congo.

Our successful implementation of these programmes got the attention of
the Kenyan Government which has given its approval through the
Commission for Higher Education (CHE) for our programmes to be offered
at degree level. The approval/validation further requires us to
formalize our Credit Transfer Procedures, with any accredited
university so that our diploma candidates can top up to full bachelors
or masters degrees. Credit transfer refers to the "upgrade" of these
diplomas to full bachelors or master's degree as per your university's
policy for the same.

This scenario would see candidates either travel to your university to
upgrade OR do upgrade subjects/projects / examinations locally and
send the same for assessments in your university via courier. The
latter is preferred by most candidates since most are working and
would not wish to travel overseas.

Separately, we are also encouraged to collaborate with any accredited
university to offer their bachelors or masters degree or doctoral
programmes/curriculum locally, within our campuses, in the East and
Central African region. This scenario will see your university enter
into an arrangement with us whereby we teach locally but examinations
set by your university, sent t us but assessments/marking and
issuances of transcripts/certificates are done directly from your
university.

Enclosed please find our registered syllabi for our two main
programmes (Management and Computing) for your further information.
The attached curriculum has been endorsed by Cambridge (CAM),
registered by Kenya's Ministry of Education and approved by Commission
for Higher Education (Kenya) as a copyright of DALC Education. The
Commission for Higher Education is the Kenya government body charged
with responsibility of validating college/university programmes,
evaluating facilities in colleges/ universities and accrediting the
universities/colleges.

Kindly let me know the possibility of these collaborations and if it
is necessary for representatives from your and our campuses may visit
each other to ascertain current academic infrastructure.

I remain looking forward to your response to the same.

Yours faithfully,

DR. HUMPHREY OBORAH
